Full Name | Marcus Ralph Halpin Francis |
Year of Birth | 1950 |
Nationality | British |
Profession | Water Resources Engineer and Hydrologist |
Range of Experience | Marcus Francis has extensive experience in hydrology, hydraulics, water resources management, applied research and consulting engineering covering a wide range of water resources and engineering projects in the UK and overseas. His water resources experience covers river modelling (including Hysim and Catchmod), water resources simulation (including Aquator modelling), development of Drought Plans, water resources assessment and planning, option identification, evaluation and costing. His water resources assessment and planning experience covers surface water and reservoirs, groundwater including aquifer storage and recovery, water transfer schemes, conjunctive use, desalination, effluent reuse and demand management. This experience includes work for South East Water, Affinity Water, Portsmouth Water, Severn-Trent Water and Scottish Water in the UK, in the development of their Water Resources Management Plans and water supply resilience projects. He has undertaken a range of NEP/RSA Investigation and Options Appraisal studies on the sustainability of groundwater abstractions. This focused on surface water hydrology and coordination of hydrogeological and hydro-ecological inputs to assess the impact of groundwater abstractions on low surface water flows and aquatic ecology. He also has considerable experience in reservoir flood hydrology in the UK, including design floods up to the PMF for spillway sizing and events for construction works. This includes work on about 30 reservoirs for United Utilities. His experience overseas includes water resources and hydrological input to studies in Africa, the Middle East, Central Asia and the West Indies. He worked in Ethiopia on the yield of Gojeb and Tekeze hydropower dams and on Tis Abbay II scheme on the Blue Nile controlled by Chara Chara weir on Lake Tana. His work elsewhere in Africa includes water resources and flood hydrology in Ghana, water resources in South Africa and irrigation studies on the Gezira scheme in the Sudan. His wider overseas hydrological experience ranges from tropical hydrology in the West Indies and Africa, to arid zone hydrology in Saudi Arabia and snowmelt hydrology in Uzbekistan. |
